Nota : Es ist mir nicht gelungen « Echo-Flieger » zu übersetzen.

"Echo-Flieger" is a german classification for a Single Engine Aircraft with MTOW< 2.000 kg. Basically any non pressurized single engine piston. Hence "D-E..."

In my oppionion, in an FAA-registered aircraft the DME does not need to be TSO'd or feature a Harmonics-Filter like the KN62A-01, because FSAV only mandates a DME and the FAA does not require TSO'd avionics for Part 91. Period.

The EUROPEAN certification regulations then tell a EUROPEAN operator which DME (TSO, Harmonics, etc.) he can install but that doesn't apply to foregin registered a/c. As long as you have a DME legally certified in your country of registration, you satisfy the requirement of FSAV.

In other words: The european regulator can set performance standarts and mandate what any aircraft including n-reg. needs to have on board: Mode-S, DME, etc.
He can not tell you how you satisfy the requirement. That's a matter for your country of registration and in case of n-reg. FAA doesn't care about TSO for Part 91.

That's basically in a nutshell, why – while all a/C need to have a DME for IFR –, the n-regs can choose slightly cheaper units.
