Report PINIK inbound". when shall an Aircraft Report? Take ICAO DOC 4444, SERA as well as all AMC and GM into account.
Conclusion
The report should be made when established on the inbound leg of the hold and proceeding toward PINIK, i.e. after the outbound leg and inbound turn have been completed, before crossing PINIK.
So in your scenario:
Start outbound → no report
Turn inbound → establish on inbound track → report "PINIK inbound"
Cross PINIK and continue the LOC approach → no further report unless requested.
That interpretation is fully consistent with ICAO Doc 4444 phraseology, PANS-OPS holding terminology, SERA, and the associated AMC/GM material.
