ich habe zwei Fragen zum praktischen NVFR Fliegen in Spanien; soweit ich das aus der AIP (ENR 1.2 - Visual flight rules) sehe, ist NVFR in Spanien zunächst einmal grundsätzlich möglich, siehe auch AIP-Auszug unten.
Fragen:
1. wer/was ist eine appropriate authority
2. wo kann ich sehen, ob ein Flugplatz für NVFR zugelassen ist
Am Beispiel Burgos steht unter "Approved Traffic" IFR/VFR, aber z.B. nichts von NVFR.
Gibt es also keine gesonderte NVFR-Zulassung sondern hängt diese lediglich von der Ausstattung (Beleuchtung) des Flugplatzes ab? Oder anders gefragt: wie stelle ich am besten fest, welche Flugplätze für NVFR in Frage kommen?
VFR FLIGHTS AT NIGHT
When so prescribed by the appropriate authority, flights
according to visual flight rules may be conducted at night
provided all the following requirements are met,unless any
of them is not applicable:
A) The operation is conducted according to the relevant pro-
visions which are applicable to VFR flights and subject to:
1) if leaving the vicinity of an aerodrome, a flight plan
shall be sumbitted prior to operating;
2) flights shall establish and maintain two-way radio com-
munication on the appropriate ATS communication
channel, when available;
3) the VMC visibility and distance from cloud minima as
specified in the table above shall apply except that:
i) the ceiling shall not be less than 450 m (1500 ft);
ii) except as specified in following 4) paragraph, the
reduced flight visibility provisions specified in the
table above, paragraphs a) and b) of note (***) shall
not apply;
iii) in airspace classes B, C, D, E, F and G, at and
below 900 m (3000 ft) above MSL or 300 m
(1000 ft) above terrain, whichever is the higher,
the pilot shall maintain continuous sight of the
surface;
iv) for helicopters in airspace classes F and G at and
below 900 m (3000 ft) above MSL or 300 m
(1000 ft) above terrain, whichever is the higher,
flight visibility shall not be less than 3 km, provi-
ded that the pilot maintains continuous sight of
the surface and if manoeuvred at a speed that
will give adequate opportunity to observe other
traffic or obstacles in time to avoid collision;
v) for mountainous terrain, higher VMC visibility and
distance from cloud minima may be prescribed by
the competent authority.
4) ceiling, visibility and distance from cloud minima lower
than those specified in 3) may be permitted for heli-
copters in special cases, such as medical flights,
search and rescue operations and fire-fighting;
5) except when necessary for take-off or landing, or ex-
cept when specifically authorised by the competent
authority, a VFR flight at night shall be flown at a level
which is not below the minimum flight altitude esta-
blished by the State whose territory is overflown, or,
where no such minimum flight altitude has been esta-
blished:
i) over high terrain or in mountainous areas, at a level
which is at least 600 m (2000 ft) above the highest
obstacle located within 8 km of the estimated posi-
tion of the aircraft;
ii) elsewhere than as specified in i), at a level which is
at least 300 m (1000 ft) above the highest obstacle
located within 8 km of the estimated position of the
aircraft.
B) The operation is conducted according to the rules appli-
cable in each case, whether operating in controlled or
non-controlled airspace, and subject to the restrictions
and specific requirements for each class of airspace.
C) The flight departure and arrival occur in aerodromes
which, according to the design and operation technical
rules governing infrastructure, whether they are of public
or restricted use, fulfill the requirements for this type of
operations as ascertained by means of the certification,
verification or any other decision regarding compliance
with those rules provided by the Agencia Estatal de Se-
guridad Aérea.
D) Where no meteorological or air traffic services are availa-
ble at the departure aerodrome, the pilot shall assess on
his/her own that the visibility conditions for take-off are
met.
E) When no air traffic services are available, the night
lighting can be turned on by means of an electronic
remote control operated by the pilot on his/her own or
by a person authorized by the aerodrome operator.
F) The method for turning on the night lighting shall be set
out in the airport or aerodrome handbook or, failing this,
in the aerodrome authorization requirements and its
approval for VFR flights at night.
G) The operating conditions of this lighting system will be
published in the aeronautical information publication (AIP)
related to the aerodrome and in the pertinent visual
charts.
Night flights under visual flight rules:
• Visibility and distance from clouds minima for mountai-
nous terrain shall generally be as provided, except for
those cases where higher ones are laid down by means of
Aeronautical Circular of the Director General de Aviación
Civil.
• Minimum flight altitudes shall not be lower than the provi-
sions shown in paragraphs i) and ii) in number 5, under
preceding section A, unless specifically authorized by the
Director de Seguridad de Aeronaves of the Agencia Esta-
tal de Seguridad Aérea and published in the Aeronautical
Information Publication (AIP).
